Optimal Distance for Guy Ropes on Flag Pole

I have a flag pole (scaffold pole really) which is about 4.5m high and buried in the ground in concrete. Attached to the pole was a shade sail. Unfortunately when the wind blows with the shade sale attached the pole moves too much, so I've had to take the shade sail down. I've decided to put up two steel guy ropes to support the pole, but wondered if there is an optimal distance from the pole for maximum support. Can anyone advise?

I don't know about distance but 3 would be much better than 2 and prevent any side to side wobbling.
 
How much is in the ground?
With fences, you need 25% of the post buried

Might be worth looking on a ham radio site?

IMO, the further the better. Reducing the angle from horizontal, will increase the stability.

Two should be ok if counterforce is the sail itself (i.e 3 points in total).
