Outbuilding roughcasting/pebbledashing

Hi guys, I'm trying a little roughcasting/pebbledashing for the first time, and looking for some advice. This is a brickbuilt outhouse beside my house. When the previous occupier built it in the 60's, he incorporated a ' Granite Cobbles' flower bed onto the side of it , which I've now removed.
When this patch is repaired, the whole lot will be repainted. Sizes are 2M long by 650mm high........ is the correct sequence:-
1. Wire brush the area
2. Apply coat of SBR and wait till dry
3. Apply coat of mortar : 3sharp :1cement. Allow to dry
4. Throw on ( hurl ?) mix of small stones in another 3:1 mix as above ?

Would appreciate comments, as not sure if there is another coat involved ( a 3b), or if I'm overthinking it and can just do the whole lot in one step ?
