CAN I WIRE A OUTSIDE LIGHT AND SWITCH STRAIGHT FROM THE CONSUMER UNIT, AS THIS IS BY MY FRONT DOOR AND I HAVE NO CEILING ROSE OR SOCKETS NEAR BY

yes you can, so long as you take it from the same fuse / mcb as the downstairs lighting circuit
