outside tape double check valve

when installing an outside tape is it better to have an internal double check valve or one built in to the tap? Also if sleeking the 15mm pipe with 22mm copper is it ok to seal the hole with clear silicone?
 
Tap not tape. Sleeve not sleek!

Internal dcv plus isolation valve for the outside tap and yes you can seal the sleeve with clear silicone.
 
I wouldn't even bother sleeving a mains feed , absolutely no point

It prevents leaking water getting into the wall if the pipe bursts.

I have seen a few sleeved!

And several gas pipes which should be sleeved left unsleeved!
