Oven not reaching temperature

Hi
I've an electric CDA double oven and the main oven isn't climbing above 175 degrees.
The thermostat light stays on when asked to go above 175 and goes off when the temperature dial is lowered.
I've had the fan cowl off and the element is glowing Red and the fan seems to be working fine so is it the thermostat that I need to replace?

Can i suggest that you get hold of an Oven thermometer.

That way you can check the temperature in the oven as indicated by the cooker control versus what the oven thermometer is reading?
