Paint bubbling on top of old paint

Hi

Am redecorating the hallway and have started painting the ceiling - it wasn’t in bad condition to start so was just a fresh coat over - am painting over Dulux easy care with Dulux easy care paint.

I did the first coat last night with no issues, when doing the 2nd coat (with what is a new can of the same paint) I’ve noticed the ceiling is starting to develop small little bubbles all over - when I scrape them back it’s just going back to the previous paint layer so I’m not 100% sure what’s causing it?


What’s the best way to make this good now? I guess I’m going to need at at least give it a light sand all over to smooth out the bubbles.

Always the jobs which look easy cause the biggest headache!

Entrained air from high speed rollering? It could be caused by a number of things.
It could be to be something like this - it’s a hallway so not particularly humid / damp or anything and the old surface seemed good.

Looking around online would a good solution be to wait for it to try sand down the bubbles to make smooth and prime the affected areas with something like Zinsser BIN before repainting?
 
So I started to scrape away at some of the bubbles once it had dried and I guess you can say it’s gone from bad to worse!

The paint is peeling off in huge sheets almost like it’s not adhered to the previous paint surface atall… and I think I know why.

I noticed when peeling some parts just how dusty it was - I’ve removed the dado and filled with easi fill and sanded down this created a tonne of dust, I cleaned down the walls and everywhere else but not the ceiling - I’m now fairly certain there’s layer of dust which has caused most of this paint to not adhere properly.

I’ve scraped away all I can which easily comes off - which is a lot of it but not all so now it’s left an even bigger mess.

What’s the best way to tackle this? Sand down the edges of paint which has stuck to feather them in with the rest of it? I guess then I need to make sure any remaining dust is removed from the ceiling before repainting again?
