Painted wall keeps peeling

Hi there,

Would really appreciate some advice. I bought a house a few months ago and hired a painter and decorator to strip the wallpaper clean the walls and to paint the walls of the living room.

He explained the walls were not in good condition but was happy to do it.

After painting the walls looked good for a few weeks until the painted walls chipped in various places so I sanded those areas down, cleaned them and repainted.

The paint was emulsion, used on both occasions.

While this has improved things a lot, the chipping has come back in several places.

I'm not sure what I can do to make this not happen. Do I need to just wallpaper the room instead? Do they need replastering or did I not do a good enough job of sanding and cleaning?

I have tested the walls for dampness and they are not damp.

Would really appreciate any advice. Images attached if helpful.

I would if removed wallpaper.
80 grade dusthess sand off paste. Thats a sander linked to vacuum.
Applied Gardz to neutralise remaining wallpaper paste.
3 Coats of coloured emulsion.

I wonder if there is any paste still on the wall? Scrape off emulsion and get some water on and see if it gets sticky.
That maybe the problem
