If the gloss is all flaking etc then yes..youll need to take it off..otherwise a nice rub down, undercoat and then gloss

sand paper by hand? and then can i buy a gloss undercoat? I am starting to get tired contemplating the job! lol

Just a normal oil based undercoat. one coat then a gentle sand again and a top coat of gloss.

Regarding painting that radiator - if I were you I would'nt use any ordinary oil based gloss paint it will quickly yellow. (Sorry Robbie) Hammerite Radiator paint has anti-yellowing properties designed for this job. Rustins also make it. You can buy it as a spray or standard paint either comes in gloss or satin. Happy painting!
