Painting on New Plaster

Have just had the walls of my house newly plastered.
I have heard that it is advisable to apply a 90%water/10%paint mixture to walls first, prior to applying a proper coating of paint. Is this true and is the ratio correct?

Once the plaster is sealed we will use a low sheen acrylic paint.

Find the Product List and look for Dulux Precoats Acrylic Sealer U/coat.
 
I just had my kitchen walls plastered and the plasterer told me 50 / 50 paint /water mix.

One more question, does the diluted paint have to be the same colour as your final wall colour?
As the first coat is only to 'prime' the wall, I was hoping to use cheap white paint.
 
Cheap white is fine, as it just seals the plaster and nothing else.
