Painting over sealant

I've managed to get some black sealant onto emulsion paint. Its a very very thin layer but everytime I paint over it it the paint doesn't stick to it. Is there any way around it?
 
Oil-based undercoat over it first then your emulsion. Sealants are waterproof hence why you're water-based emulsion won't adhere.
 
You can either scrape it off, fill and repaint, or use a sealant primer that allows you to paint onto sealant, or try a bit of knotting, then repaint.
