Painting over wallpaper

Good evening

Could someone with experience give a general rule about this practise, ie, what paper can you or can't you paint over and with what paints etc.

A wide area to cover I know, but if it could be generalised :wink:

Unless the paper is specifically meant to be painted over ie anaglypta or blown vinyl then you shouldnt paint over it.
