There is no need to remove any of the sound paintwork just sand it all down, where the paint is peeling when sanding make sure that you feather the edges of the existing paint until both areas are uniform. Then spot prime the bare area and carry on with your undercoat and topcoats, dont forget to lightly sand between coats.
