Pantile/eave gap filler

Hi, I have a 1983 built house with Norfolk Pantiles on the roof. Whilst repairing the pointing underneath the gutters I noticed that the end of the pantiles have been filled with mortar, which is bedded on whats left of the sarking. The sarking no longer reaches into the gutter. These days I guess the filler would be a plastic bird comb type. So my question is, should I remove the mortar (probably needing new tiles) as I presume any water getting under the pantiles will get trapped. The verges are also mortar filled. there should have been a course of plain tiles to which the first course of pan tiles were bedded and pointed not onto the sarking.
comb filler will barely fill the roll .
