Passive cooling for attic room

Anyone got any tips for keeping an attic room cool during the summer?

I mean other than closing the blinds and opening the windows obviously!

It gets to sauna-like temperatures up there even when it's not that sunny.

Are there any novel methods out there that don't need noisy fans?

Short of running a duct up the house that has most of its length buried in the garden you haven't really got a lot of options; remember that the room can never become cooler than the outside air bei used to cool it anyway, so you need to look at where the heat comes from and where it goes.. It's likely that for the most part it pours in through the windows. You're looking at around a kW per square metre of floor at is hit by the sun. Reflective blinds will probably be a must, insulate them too. Ensure that any incoming air isn't passing over a hot surface first

You're going to need some form of active cooling to make a real dent. If your hot water system is tank based you could do worse than to buy a small air source heat pump and run it inside the room. The heat it scavenges from the air could nicely provide for your domestic hot water
 
The only ventilation (and equally the only light source) is the two Velux windows, which are left with the vents open during the day and the blinds closed, the blinds are white-backed.
The whole roof is lined with 80m thick Kingspan insulating boards.

As you say, I think the main issue is that the air coming into the room through the Veluxes is the same hot air that's being radiated out through the roof from the rest of the house. Even on a chilly evening at ground level you can stick your head out the Velux and the air outside doesn't feel any cooler.

It's just remarkable how much of a temperature difference there is between the rooms on the first floor and the rooms on the second floor (attic). Walking up from the landing to the attic feels like walking into a sauna and on the way back down like walking into a fridge!

Do you have to get planning permission, building control etc. to install the exterior part of a system like this?
 
I thought you were looking for a passive solution, continuous ridge vents and over fascia vents will allow some air movement in the roof.
what type of roof covering do you have and how was the kingspan fitted?
