patches of cracking paint(dry river bed like)

Hi everyone.
I will be grateful for an advice...
I just moved in to a house where all the walls were covered with latex like paint which was very easy to remove with wet finger.
In my opinion I did all the preparation I should to prepare wall for painting.
Because it was kind of a silk/glossy look I give the walls a wet sanding to make it less glossy and ready for coat od paint, the previous colour of the paint on walls was brown.
After sanding was over I wash all walls with sugar soap and then day after that I started painting with dulux P-B-W MATT. I did 3 coats and two walls looks great and other two have patches with cracking paint and in one area - close to skirting the paint is peeling off.
I have to say that I haven`t used thined paint for priming and like i said 2 walls are looking great and other not!
After that I treat the affected areas with zinsser gardz and overpainted again, this solve the problem in most areas but the cracking paint showing up somewhere else :(
So, I have used zinsser gardz again in other areas which were affected by cracking - the problem is that 3 days has gone and gardz is still tacky(dosn`t dry) :-/ do not know why.
Now Im not sure what to do?
I do have polycell 3 in 1 basecoat but not sure if this will help.
I want to avoid sanding again as I `ve just cleaned all the mess when I was plastering ceiling and sanding walls :-/
I was trying to think about what happen with the paint to start cracking on those 2 walls:

1. One wall is partition wall and no insulation, second wall is partition wall to the bathroom when its cold as we will leave window open there most of the time(cold walls?)
2. haven`t primed the walls with thinned paint? hmmm 2 walls looking good! other 2 not!
3. humidity?

What I did for now is I`ve sand the affected areas and applied zinsser gardz 3 days ago, Gardz is still tacky so I will leave it for now till I get some advice.

I have ordered 1L of zinsser Peel stop and will try this possibly :-/

It's difficult to answer without knowing more and seeing the room.

You say the old paint rubbed off? Do you think that possibly the walls had a problem to allow any standard paint to be soft enough to rub off?

You mentioned wet prep, did you give the walls a week or so to dry out pre paint?

You mentions sugar soap, did you apply in the correct ratio to water, and fully rinse off afterward?

It sounds as if your slowly sorting the defects, but rather than knowledge your blindly coating with specialist paints.

Have you got heat in the room? Might you have over heated the room when drying and caused the paint to dry hard and quickly, rather than the normal air temp cure process?

Do you have condensation issues in the room, or rooms adjacent to it?

- Yes we do have condensation problem but window were open and rooms not overheated.
- Previous paint was coming off when I rubbed it with wet finger but I need it to push hard against wall. I have removed all loose paint before sanding.
- yes I did wash the walls with sugar soap water but haven rinse after all, just used sponge to wash it wit SS.
- after wet sanding the walls were left for weeks so they were dry for sure.

The thing is I have treated all 4 walls the same and two are fine and other two not.
Maybe the first or second coat was wet in few places? not sure I left it for dry do but havent check if this dried.
Why gardz is stil tacky? after 4 days? :-/ maybe I should wash the walls again and repaint?
What I should do now? I dont want to sand again. I was hoping to put carpet on and this is waht Im going to do as the walls are slowing me down, I will put carpet on and protect it when repainting.
Help please ;)
