Patio door leak

So we’ve recently moved into our first home and we have a leak that is making the flooring and skirting boards swell.

I’ve check the drains holes and they do allow water to pass through.

I’ve noticed that there doesn’t seem to be any sealant under the cill. Is this normal?

I’ve also noticed that the sealant on the outside seems to have some cracks in. Could this be the problem?
