Patio edging up to fence

I'm creating a new patio and planning to do small kerb stones around the edge. These will but up to the existing fence and I'm wondering how I can do a good job without being able to get to the other (neighbor's) side? Is it ok if there isn't much haunching on the rear? The slabs will be on sharp sand.

I'm planning to put mortar between the joints, so it will also be hard to joint those fully, but I guess nobody will see the rear. If I didn't put mortar between the joints then I'd probably end up with weeds coming through :(
 
Can you get the panels out and fit gravel boards.

I already have gravel boards. It may be possible to remove them, but may be hard to get them back in after if the patio level is slightly higher.
 
It's better the g.boards are higher than the patio level, but rather than laying right up to them, consider leaving a gap of an inch or two then filling with gravel or decorative stone.
