pebble dashing causing damp.

Cracked pebbledash, render or any other external wall coating has the potential to cause damp problems, depending on the severity of the cracking. Once the rain/moisture gets in behind pebbledash etc, the damp can only go into the bricks/blocks. In the winter that would freeze and expand causing the problem to get worse. The solution in the long run is to remove the existing pebbledash if it's beyond repair and re-coat it.
