pebbledashing over existing pebbledash - advice please

Hi, any help here appreciated and apologies if this has been covered elsewhere on the forum.

My house is a mid 1920s semi and it's pebbledashed to all 3 sides. The front of the house has 2 bedroom bays that are breaking up with some very bad cracks. The rest of the front and other sides of the house the dash render is pretty good, solid, not blown and no damp but the stones are very fine grade and there are lots patches of just cement render with no stone. Apparently the mix was to dry when the stones were applied. I have had 3 firms look at the job and I am getting different messages about what to do. What is best.....

1. remove all dash/render, return to brick, bond, scratch, top coat etc.

2. remove all dash/render on the bays, bell casts, repair bays then brush of loose stone all round, and apply one dash coat all round (scratch coat on the bays).

Although I presume option 1 is the best is there a problem with option 2? I was told as the dashing is in sound condition it could act as the scratch coat.

no2 sounds ok have you looked at having the lot tyroleaned once the bay and bellcasts have been replaced?

I've known old pebbledash to be loose and fall off in lumps or flakes, might be worth giving it a few test clouts to see, before letting anyone render on top of the old stuff.
