Peeled paid bathroom walls

I painted my bathroom walls ceilings 3 years ago, paint peeled in 2 small areas of around 1 square meter in total. I am re repainting, will remove loose paint first. 2 questions to the experts:
1. Is Zinsser peel stop the right product to apply?
2. Is it good to apply to all walls and ceiling of the bathroom?

Distemper under the paint? Distemper is chalky paint from 1950s and 60s. Its degrading and modern emulsion with PVA resins can't stick to chalky distemper.

Might not be but find out why the paint is coming away

No, it was normal paint and Dulux bathroom paint on top. As I said; paint peeled only from 2 small areas.
 
Scratch back to good.
Toupret powder filler.
120 grade sand

Yeah. Good primer.

Could be filler in those areas or cold spots so condensation is forming.
Funny how these cold spots cause problems in small areas for no apparent reason.

BS123 is a good primer
 
How old is the house?

Do you use an effective extactor that prevents condensation and excess humitity?

Are all walls peeling, or just the (colder) external walls?

Are the patches where there used to be something on the wall? Tile surround, mirror, cupboard, cistern?
