peeling paint!!

a small bathroom was "skimmed" over and after usual drying period was primed and painted, however a few months later the paint is flaking revealing bare plaster....i assume we will need to claen wall and start again.any ideas how to clean off paint or other suggestions?...many thanks
 
"primed" being figure of speech....wall was "prepared" and "sealed" with diluted emulsion then finished with matt emulsion
 
Hmm...i hope it only flaked because of steam then...because otherwise you have an underlying problem there..

Scrape it off with a filling knife or window scraper, seal the bare areas with oil based primer sealer...fill and re coat.
