Penalty kick

Perfectly legal, no actual hesitation etc.

Goalkeepers have relished the 'over' protection offered them by referees down the years... Watch most penalties and the goalie will have illegaly moved his feet before the ball is touched by the 'taker' therefore most penalty saves are probably illegal.
Watch the slo mo's - try to enforce and we'd run out of keepers.
Something else to fear re: video ref !!

Not really a full description, it can be awarded In Rugby Union any where on the pitch for example, and the ref can award a penalty try if so desired.
