Im having a new bathroom installed, along with the soil pipe being relocated and most of the hot and cold pipes being replaced.

Do I need a plumber who is registered to one of these companies such as APHC so he can notify his work.

Or do I need the building inspector to look at it all.

You'd be best ringing your local council, if your planning on changing an existing soil pipe they we need to know. All councils are different and have different policies. They are normally pretty quick and helpful once your speaking to the right person.
