Possible problem with a Landis & Staefa RWB2E programmer

My son has just moved into a house with a back boiler controlled by a RWB2E programmer.

The problem is that he cannot get hot water.
The boiler fires up fine when the programmer is switched to heating but stays dead as a dodo when switched to hot water. The indicator light on the programmer comes on but nothing from the boiler.
There isn't a thermostat on the hot water cylinder.
I don't know about any motorised valves as they are probably buried behind the lounge fire.
I'm tempted to just replace the RWB2E and see what happens.
Am I being a bit rash?
Is there something more I should check first?

Before jumping in with a new programmer,do a bit of observation and give as much info as you can as to any controls fitted to your system.They may be hidden behind panels?
