When boiler starts for heating it runs for 30 seconds then stops and starts again, this goes on for about 20 times then settles down and keeps running. Also when hot water is used, heating wont start again for a good 15 mins. Boiler has been descaled recently but problem still there??

You must make sure you have no dripping taps otherwise the switch to heating will be delayed or never happen.
A new boiler takes a couple of minutes to switch. As the diverter ages it takes longer. Maybe its time to replace it now?
