Fully pumped system 2 motorised valves?
While clock is demanding HW is the motorised valve staying open , is cylinder stat set high enough.
Gravity system is header tank full of water /air lock in pipes.
High scale area ? the coil in cylinder could be scaled up stopping heat transfer
