Potterton Performa 28

Hi, Can some help me? I have Potterton Performa 28 Boiler, 5 year old.
Recently it started making squealing noise when you open hot water tap and also I find my hot water temperature is not hot as before, plus if touch CH raditors they seem to get even though CH is off.

I will apperciate any help.
