potterton performa hot water issues

Hi i have a potterton performa 28 and when the hot water is turned on the boiler fires up and shuts down after about a minute untill the temperature goes below 80*c then fires up again but at no point does the water get hot.

Could this be the dhw heat exchanger or dhw thermisitor or anything else?
