I currently have a stopcock valve for mains water inlet. It works but I obviously have no insight into how much the pressure is and that's a lit of an issue, since I have to deal with on/off water hammer issues, and pipe wear. are there any devices that can be used to set a specific water pressure for incoming mains ?

You can get pressure reducing valves, but that might not be your issue.

One of these, https://www.bes.co.uk/adjustable-pressure-reducing-valve-15-22mm-22301/, set to 3bar, would be a start.
It is possible to install these outside ? There is no way I'll be able to squeeze one of these into the cabinet. The only possibility is to take out some tarmac in my property's drive and install it there.
