pressure relief valve - which washer where

Pressure relief valve needs replacing on Worcester Danesmoor 15/19. I have removed the old one and have the new one in front of me, but it comes with two different washers and I am not sure which to use where.

One washer is red and looks like a tap washer I have seen before. The other is white and has a narrower inner diameter so is a bit thicker.

One part of valve screws into a female tap connector on boiler water vessel. The other to the overflow pipe via a 15mm male compresson fitting.

I am guessing the tap washer goes on the boiler connection and the white one on the connection to the outflow pipe ?

PS. do I need to stick PTFE tape anywhere as well ? (sensible answers please !)
