problem with economy 7

About 18 months ago I installed an economy 7 cylinder with 2 immersion heaters. The problem is the customer has had no hot water for the past 2 weeks. What is the probability that both heaters have packed up? Logic tells me that they haven't both stopped working but more likely a problem with the timer on the electrical side on one of them which I'm guessing has never actualy worked since I originaly installed it. As I have little understanding on this problem what would be the best solution to get it running? I was just thinking of replacing one immersion, do you think a qualified electrician would have some knowledge or is it a matter for the electric suppliers to sort out.

The responsibility you owe to your paying customer is to not faff around guessing at solutions to a problem you are unqualified to diagnose but to suggest they engage someone who can sort it. And hope that the root cause was not a mistake of yours....
