Problems due to concrete flooring!

I have just moved into a split level flat (1st and 2nd floor) and plan on fitting new central heating as there is currently none!

But concrete floors!

The problem is running the pipes and getting them from one floor to the next. Im not much of a fan of surface pipework but if needs must obviously this will have to do.

Any ideas on whether i can drill through this concrete slab / best way to do it and without posing a structural risk or any other ideas of getting from one floor to the next?
 
you can drill through. It wont fall down!

You can get something called skirting heating where the skirting itself is the radiator. This might be an idea for you.
