Problems stripping paint using chemicals

I have a staircase in my house, which is, at most, 20 years old. I have used Nitromores and Polycell brush-on paint remover. The latter was better at removing the upper layers. Both leave the final layer on the wood hardly bubbling it at all. It is nearly impossible to sand as it is difficult getting access with an electrical sander.

Is there any products that will remove this last layer or so of paint and leave bare wood?

Any help greatly appreciated.
 
It could be that this being the first coat ot paint it is trapped within the grain of the timber, removing it will be a difficult task.

Sanding and scraping may be your only alternative, start with around 80 grit and see if that will shift it.

In the end it was a heat gun and a harrison scraper. Now I have it nearly back to wood again.
