Quarry tile floor and damp proofing

My husband and I have recently purchased a victorian property in need of slight renovation. The floor in the dining room and kitchen consists of the original red quarry tile laid straight onto the soil beneath. We have rising damp in the walls and are in the process of having this rectified and a new damp course put in. I am wondering whether we need to dig up the quarry tile floors and lay a concrete floor with a damp proof membrane or whether they can simply be sealed with a coat of something on top of them??
