White residue on quarry tiled floor

I have a Victorian quarry tiled floor. It gets covered in a thickish white residue 3-4 days after it has been cleaned and I think that this may be salts coming up from beneath the tiles.
I think I may need to lay a damp-proof membrane under the tiles to stop this happening. Does anyone have any experience of this?

correct it does not have a dpm. But normally you have to cover floor up for this to happen.
