Question on washing machine filter

I have a Beko machine. The filter gets blocked from every so often and it won't drain properly. At the back of the filter is a little propeller and sometimes this gets a hairclip caught in it so it can't spin properly. I thought that I had this problem this evening but both the propeller and filter are clear. However, there is resistance to movement of the propeller and I cannot remember if it should spin freely or if there should be some resistance (there is a small motor attached to it). Does anyone know please?
 
Yes there is slight resistance on the impeller.
 
Thanks for that mate. The resistance I feel is every half turn. I presume that's the effect of the motor. Must be some resistance to full drainage somewhere else. An extra spin after the wash seems to spin the clothes fully but even after this there is 2-3 litres coming through the filter drain if I remove the filter.
 
As long as you can't see water in the base of the drum. Pump does have that resistance every 1/2 turn. Water on filter keeps smells down like a drain does.
