Can I use Leyland Trade Super Leytex High Opacity Matt emulsion as a first coat on lining paper or is it just suitable for new and bare plaster?

You can but I don't see why you would want to.

If you are painting the lining paper white, two coats of pretty much any emulsion should be sufficient.
 
Yeah, painting it white. I had a 10 litre tub of matt white the other day. It's now mysteriously gone missing. I'm just wanting to get one coat on it all as a bit protection cos I'm going to be busy for the next few weeks and didn't fancy leaving it bare.

Fair enuff. Naked lining paper is normally ok left on its own. It does however become more resilient with a coat of paint on it.
