radiator not getting hot

Had a towel rail installed over a year ago and since then the rad in the bedroom nextdoor doesn't get hot :confused:
The room has been a spare room so never really bothered but now want to use it,have bled the rad and it becomes warm but then goes cold again.
When bleeding does not have air in it.
I have also tried closing off the valves on rad and flushing it out but still no joy,any ideas please?

As JohnD says the new towel rail is likely to be providing an easier route for the hot water and is effectively bypassing the bedroom radiator.

Does the towel rail have any valves which can be closed down a bit to encourage more of the water to go through the bedroom radiator?
