Radiator not working re-fitted after plastering.

Recently took off a radiator to do plastering and now after refitting it's not working. After refitting I opened the bleed valve until the water came out. I opened lock shield and radiator valve. I made sure that the anti frost pin is freely springing also opened the drain valve to make sure the water is coming out. The hot water pipe is cold for this radiator.

Would appreciate comments on what else to explore

Turn off some of the other radiators to increase pressure to the faulty one - this may clear the problem then you can restore things back to normal.
 
Close every other rads TRV,don't touch their lock shield valves,run heating and see if the non working rad now heats up.
