Has anyone got any ideas why the rad in my bathroom (upstairs) is hot even now I've got the heating switched off due to the barmy summer we're having (!)? Seems a bit strange to me and I just can't fathom it.

Yes

Two main reasons:

1) It may have been designed and built this way. All the best installations have a bathroom rad that is fed prior to the 3-port valve so that your bathroom and towels are warm and dry even when the heating is off

2) accidental gravity feed that often happens on upstairs radiators, perhaps the valve is not sealing tightly. You can replace it if you like.

In either case, you would benefit from a thermostatic radiator valve so that you do not waste money heating the towel rail/bathroom on hot days.

Parisitic circulation .......have you got a 3port valve :?:
