Radiator problem

some of my radiators are cold to touch at the bottom but hot from the middle up, any solutions ??

Is it an old system, probably sludge, need a flush.
Have you bleed any air out.

If you are up to it, you could remove offending radiator by isolating the valves. Take the radiator outside, and run a garden hose full blast, both ways to shift the sludge.
The water could be very black, so heavily protect your carpets.
Some rad valves are of thermostatic type and have a frost protection, which means they will open even though you have turned them down to min.
