Radiator thermostat valve does nothing

Old lady across the road said her bedroom is baking & could I turn the radiator off.

In the attached photo turning the white part all the way around to 0 does nothing in respect of cooling it at all.

Can that valve be taken off so then it does what she wants it to ?

If so please advise how to remove it thanks.

Just taking off the head of the thermostatic valve will allow it to open completely, so the radiator will be at its maximum heat. Since screwing the head in fully does not apparently turn off the radiator then there must be an internal fault in the valve.
As a temporary measure you could close the valve at the other end of the radiator (the "lockshield valve") and to do this you'll need to take off the plastic cover and screw it down clockwise using a small adjustable spanner. Screw it down completely if you want the radiator completely off, or partially if you still want some heat from it - you'll need to experiment with the adjustment to get the heat required.
For a permanent repair you'd need to replace the thermostatic valve, but that will require the heating circuit to be drained down.
 
Definitely does nothing.
Turned it round to 0 last night & still radiator was warm / hot.

So from memory the other end has a white conical shaped plastic cap.

You saying below it is like a 8mm shaft ?

We can then leave it like this until winter when we can then unscrew this end as opposed the thermostat end correct.
 
Just remove the white conical cap (it might be a push fit but could have a small screw holding it in place). You'll then see a small shaft sticking up with a squared end. You can use a small spanner or adjustable spanner to turn this is in a clockwise direction to reduce the flow of water through the radiator. It'll be best to count the number of turns you make and make a note of this so that, when the thermostatic valve is eventually replaced, you can return the lockshield valve to its original setting.

the sensor (the white bit) is not fitted properly, no tools needed just remove and fit back on till it clicks, turn it to max till you have fitted it correctly then turn it to off

you need to hold the valve , then turn the black ring nearest to the valve , it is spring loaded and it will come off, then you need to turn the same ring and you will feel a click, then push it back onto the valve, you have to do all this with the head set to max
