Radiator Thermostats - a quick question...

We've just moved into a new house with a condensing boiler and are getting used to the heating system...

All the radiators have thermostat values which go up to 5, but then there is a higher setting labelled E 68

Does that mean full heat/flow ie. no thermostat control?
