Radiator valves

Our oil heating system only has one TRV which is on the radiator in the living room, all the other radiators have lockshield and wheel head valves, so what do the wheel head valves do? :confused: :confused:

Lockshield balances the system.
Other valve is the user control of the individual radiator.
 
So does that mean if the valve is only slightly opened or fully opened it does not matter?

A large reduction in flow rate results in only a small reduction in heat output rate , the valves will have to be cracked right down in order to make any noticeable difference to MRT , noise is also an issue due to increased velocity , not such a problem with TRV's as they modulate the water flow.
