Radiators heating up when hot water on

Is this due to the diverter valve stuck in the central position - will trying to free off with the actuator solve this - even if just temporarily? PS Worcester 12/14 oil boiler.
 
Thanks for replies - much appreciated. The white plastic lever on the side of the actuator lifts when hot water is called for but stays at the bottom when heating called for - I think this means that the actuator is working properly (please feel free to correct me if I am wrong) so if the radiators are still heating up when heating turned off and hot water is called for does this mean the actual diverter valve needs replacing? Could the lever rise but the actuator still be full of crud and not actuating the valve? In addition I found for sale a diverter valve kit to change the insides of the valve instead of the whole thing - any good? Thanks for reading.
