Radiators piping hot to touch....any ideas

Hi folks

Hoping for a bit of help/advice.

I have a Worcester 24i RSF combi. When the central heating is on the rads are piping hot even on the lowest dail setting (no room stat fitted). I also hear at times a clicking noise from the boiler (relay clicking).

I therefore changed the CH thermister thinking this was faulty but I still same senario of very hot rads. The system has cut out a few times but seems to reset itself.

I am thinking this may be a PCB fault.

Anyone had a similar problem like this and resolved it?

Any help or advise would be gratefully received.

The stat is located on the pcb of the boiler. When turned it does click the boiler off and on. I am wondering if a faulty/sticking modulating gas valve would cause these symptoms.
