radiators skirting boards

Hi can you tell me what the regulations are for the height of rads above skirtings.

I thought it was no less than 50mm, but I seem to remember reading that it has changed.

WHOSE regulations? I find it hard to believe there are any, unless covered by rules for institutons or something similar.

stelrad recommend 50mm min for convection as do most rad manufacturers
