I have just fitted new radiators in a new build [ Henrad] they have plastic shims on the brackets but this seem to allow the rads to slide from side to side with virtually no resistance, is this normal ? how should I stop it?

Either use those plastic wedges kitchen fitters use for levelling, shoved each side of the bracket (not so tight the rad can't move a bit).
Or (don't tell anyone I said this) bend the edge of the rad bracket so it isn't 90º to the wall any more. That tightens them nicely.
