raising floor on first floor

I want to raise the floor in my bathroom, so it has 2 steps up into it i already have the height to do it as the house has high ceilings 9ft high, am i able to build some kind of structure on the excisting floor?

Would it be more economical just to raise the shower and tile from floor to ceiling of raise the floor??
