The induction ballast does two jobs.
1) It gives a high voltage boost to strike the arc in first place.
2) It limits the power supplied to the lamp.
They are not very efficient and there is also an electronic version which controls the current used far better and allows the lamp to fire and run even when the voltage is low.

With the induction ballast a small over voltage will cause a large increase in power used and a small under voltage will cause them to fail.

The 2D units are produced with both types and also have quite a variation in power from around 11W to 32W I don't know if you can fit wrong size tubes? I know there are some physical differences between to sizes but not if you can still fit wrong size tubes.

With standard florescent fittings you can fit wrong diameter and wattage of tube and also wrong size and type of starter.
